In case of accident

If you are involved in a traffic accident on the territory of the Russian Federation, please, take the following steps:

1. Switch on emergency lights and place the triangular safety reflector sign in front of your vehicle.
2. If you or any other person involved in the accident is injured, please call the ambulance services dialing one, one, two or zero, three and the police dialing zero, zero, two or one, one, one.

• Take necessary measures in order to provide first aid treatment to the victims.
• If it is possible obtain contact information (phone numbers) from the eyewitnesses before they leave the place of the accident.
• Fix by means of photos or video recording the position of the vehicles towards each other and elements of traffic infrastructure, traces and objects relating to the accident and take all possible measures to their preservation and the organization of a detour of the place of accident. If the movement of other vehicles is impossible — move your vehicle from the traffic area of the road.
• Obtain the document confirming the fact of the accident happened from police officers.

3. In case only material damage to the vehicles was dealt, there were two vehicles involved and both participants of the accident have MTPL insurance policy and "Green Card" policy and there are no disagreements concerning nature, list of damages and circumstances of harm dealt to property between the participants — documents on traffic accident can be processed without participation of police officers.

• Fix by means of photos or video recording the position of the vehicles towards each other and elements of traffic infrastructure, traces and objects relating to the accident.
• Move your vehicle from the traffic area of the road.
• In cooperation with the second participant fill in one blank of the Accident Statement and sign it. Find out if the second participant has the copy of the "Green Card" policy and ask it for yourself. In case of absence of the copy of the "Green Card" policy take a photo of the "Green Card" by means of camera or phone.
• Pay attention: the limit of insurance indemnity in case of registration of fact of the traffic accident without participation of police officers constitutes no more than 100 thousand rubles.

4. In case there were more than two vehicles involved or any other property have been damaged or nature, list of damages and circumstances of harm dealt to property cause disagreements between the participants of the accident — call the police dealing number zero, two or one, one, two and follow the instructions of police officers.

• Find out if the second participant has the copy of the "Green Card" policy and ask it for yourself. In case of absence of the copy of the "Green Card" policy take a photo of the "Green Card" by means of camera or phone.
• Obtain the document confirming the fact of the accident happened from police officers.

5. In order to register a case and obtain information about the conditions of receiving the insurance indemnity you can call the number plus, seven, four, nine, five, six, four, one, two, seven, eight, seven from Monday till Friday from 9:00 a.m. till 21:00 p.m., except the days off and holidays.

If you are proved to be the injured party of the accident you have to file the insurance claim to the Insurance Company of the guilty party.

If you are proved to be the guilty party of the accident you have to keep all the above-mentioned documents with you for your own purposes as the insurance claim is to be filed by the injured party to an agent of the Russian Green Card Bureau.

Accidents in Crimea:

11th of December 2014 the Management Committee has taken a decision that constitutes the practical interim solution regarding the application of the Green Card System to the territory of Crimea, thaw was confirmed by the General Assembly of 2015.

1. The Council of Bureaux calls upon the Member Bureaux to accept that a Green Card, valid for Ukraine, would also be valid for the territory of Crimea.
   For all vehicles not registered in Ukraine or Russia, entry to the territory of Crimea is conditional upon the presence of a Green Card, valid for the territory of both Russia and Ukraine. The Russian Bureau shall inform the border authorities about this decision in order to ensure that vehicles are only allowed access to the territory of Crimea upon the presentation of a Green Card, valid for the territory of both Russia and Ukraine.
   No Green Card is necessary for vehicles registered in Ukraine or Russia in order to enter the territory of Crimea.
   
2. The Council of Bureaux calls upon the Member Bureaux to recognise that the Russian Bureau operates as a temporary claims handler for the territory of Crimea. Such recognition does not entail recognition of the Russian Bureau operating on Russian territory. This message shall be transferred to the Member insurers of all Bureaux
