The Bureau History
In 2006 by the resolution of the General Meeting of the Russian Association of Motor Insurers (RAMI) an application for membership the
Green Card System was activated.
To harmonize the Russian law with the system requirements, the Federal Law “On Compulsory Motor Third Party Liability Insurance” No 40FZ dated 25.04.2002 has been properly amended.
The Russian Federation Government passed a Resolution on the acknowledgement of the RAMI as Russian Green Card Bureau, and a required
undertaking letter was sent to the Economic Commission for Europe of the United Nations and to the Council of Bureaux.

By the resolution of the General Assembly of the Council of Bureaux the RAMI was admitted to the Green Card system with the right to start operations in the system from January 1, 2009. By the resolution of the General Assembly of the Council of Bureaux which confirmed the decision of the Management Committee of December 11, 2014 RAMI was accepted as a Full Member of the Green Card system as of July 1, 2015
The main purpose of the Bureauis to organize the RAMI as well its members activities the framework of the Green Card system in accordance with the law.
The tasks of the Bureau in respect of Green Card operations an activities are:
to establish professional rules and insurance tariffs;
to guarantee the obligations of the Bureau members arising from the Green Card operations;
to exersice a unified reinsurance program:
to ensure recording and settlement of the Green Card claims in Russia.
The Bureau Membership
The members of the Bureau shall be insurance companies which are full members of the RAMI and comply with the Bureau membership requirements set by Federal Law 40-FZ and the RAMI professional rules, in particular:
to pay to the fund formed by the RMIU a contribution amounting to €500,000;
to meet the financial obligations under the Green Card system (10 year banking gurantee for 11 millions Euro; excess of loss (€500,000) per insurance contract);
to have at least two years’ experience of CMTPL insurance operations and payments;
to use an automated information system supporting Green Card insurance transactions;
to comply with the norms of financial stability under the current Russian Law;
to exersice Green Card insurance operations through the company authorized unit, to secure its employees’ compliance with the established requirements to the personal.
The Bureau Corporate Bodies
The general control shall be exersiced by the Bureau Board.
The Chairperson of the Board- Nadezhda Arshinova, General Director of the Twenty First Century Joint Stock Insurance Company.
The Bureau is run by the Bureau Administration.
The Bureau Managing Director– Sergey Razuvan.
The key function of the Bureau Administrationis to organize settlement of claims on accidents caused by foreign Green Card holders and render assistance to Russian drivers in traffic accidents in European countries.
Settling claims against Green Card holders in Russia
A person who became a victim of a foreign driver (a holder of a foreign Green Card) should apply to the RAMIInformationCenter: tel +7 (495) 641 27 87.
The Center operator shall forward the victim to the nearest claims handling office of an insurer who is a member of the Bureau. The insurer acting as a representative of the Russian Bureau (agent) or a foreign insurer (correspondent) shall accept the required documents from the victim and settle the claim.
Settling the Green Card claims abroad
A foreign victim of a Russian driver (the holder of the Russian Green Card certificate) shall send the claim to his/her national bureau.
If a Russian insurer who is a member of the Bureau has a
correspondent (a representative to settle the claims), the national bureau shall forward the claim to it.
It the correspondent has not been appointed, the national bureau of the country where the traffic accident took place shall settle the claim independently; it will further bill a liable Russian Bureau member insurer.
